Parking is enforced seven days a week from 9:00 a.m. to 6:00 p.m., with the exception of Fifth Avenue between San Carlos and Dolores, where the 10 minute zone is enforced 24 hours a day. There are no parking meters in Carmel-by-the-Sea, so officers mark the tires of parked vehicles to record the time they are parked at one location. Removing or tampering with a chalk mark is a serious violation. Parking Zones within the business district are well posted with signs stating the time limits. Most areas have a time limit of two hours. There are however, several 60-minute, 30-minute and 10-minute zones, which are designated by signs and/or painted green curbs. Free parking is available at Vista Lobos located at SW Torres and Third Avenue. In the residential areas, vehicles may be parked on the street for 48 continuous hours or less. Please note that some residential areas are posted as "Resident Permit Parking" zones. If you are a resident of Carmel-by-the-Sea, you can obtain a Resident Parking Permit for these areas. The Resident Parking Permit allows you to park double the posted time within the business district in all 30 & 60 minute zones. The permit also allows for an additional one hour in the 2-hour stalls. The ten minute zones are the same regardless of the residential sticker.
